Depends on what style of plastic components are mounted on the circuit
board.  When I was working on the Marconi spectrum analyzer, z-wiring all
of those vias, I used acetone to clean the reworked circuit boards.  I
followed this by scrubbing in soap and water and then a rinse in alcohol.
 This worked very well until I noticed the polystyrene capacitors used
for pulse shaping were melting!  So the moral of this story is to check
for plastics that are soluble in the cleaner of choice.

The brushes I used to apply and scrub are acid brushes with bristles cut
to about 1/4 inch and a 1 inch paint brush also cut down to about 3/8
inch.  This stiffens the bristles and makes the job go faster.
