[Test-Equipment] Postal Money Order payments(renamed thread)

I have heard that quote before, concerning postal MOs cashed without
delivered goods (perhaps here?). On the other hand, it seems some people
are having a better service experience. Perhaps it makes a difference which
office or officer takes the case, or maybe there are some not-known
differences in the details of the cases.
