I don't know of very many tracking generators for spectrum
analyzers that go much over 3 ghz.
They are generally most useful in the HF, VHF and UHF bands
(and indeed VERY useful there, for network analysis type measurements,
like VSWR, loss and gain, and so forth - nearly indispensible for
tuning filters, diplexers, antennas and so forth).
But higher up in frequency it gets much more expensive to
generate signals at the required power levels and issues such as cable
loss become more and more significant. Most tracking generators have
a tap (directional coupler) and detector at the output connector to
level the output - which means it is flat at the calibrated level
at the connector. This is fine assuming one's cables are reasonably
low loss, but falls apart when microwave frequencies are involved
and losses can be upwards of 10 db and not flat with frequency.
Many sweepers have provision for external detectors to level
the output... but such complexity is more difficult to include in
a tightly packaged spectrum analyzer.
