The problem with the 1s pulse is the jitter, which I am told
can be as bad as 1us on the cheap GPS receivers. However I see
that the newer Motorola chips are quoting 2ns (sigma) and 12 ns
(6 sigma) when run in the correct mode.
However in your application you can always increase the gate
time to some arbitrary long interval and just measure the
residual.
