[Test-Equipment] What is it? and The General Engineering Corp.?

I have this:
"Model M 99" from " The General Engineering Corp."
in Charlotte, MI
It has one X99 tube, and plug in coils.

My best guess is that it is an RF Signal Generator.
Has nothing marked antenna, nor do I see anything
for external connection, other than the phono jack
infront.

Anyone have some information?
