This is normal on the Hickok tube tester.   For years I just compensated
by resetting the voltage pot after the 6146 was inserted.  I also appreciated
that little quirk because it detected tubes on the verge of replacement.
New tubes didn't drop much even with the lower fil voltage.
I think we used to call it "cathode interface problem."  (in relation to 
the tube)
