[TenTec] programming VOX settings on Ten Tec Eagle

I have a Ten Tec 599 Eagle and am having great difficulty getting the VOX settings programmed into the Eagle. Paragraphs 29 and 30 appear to be simple enough however the settings are not maintained.
Has anyone encountered this problem with the Eagle VOX settings as stated in the manual ? Your suggestions will be greatly appreciated.
