This was a very good thing.
It's kinda hard to maintain a NET, where Hams of common interest
may gather, if they have to go searching for it every time it is
scheduled.
Often propagation is such that a NET control cannot be heard
from certain locations, which is why others are asked to make a
call now and then. If one must search for the NET on an
unknown frequency many are likely to give up.
Trouble comes when people are inflexible or selfish, be it a
casual NET that is unwilling to ever move, or contest ops who
have no respect for NETs and other ops.
Civilization depends upon voluntary, not forced, sacrifice for
the greater good. Sacrifice via government force is no more
healthy than selfishness. Amateur Radio is generally a good
model for a mostly-voluntary balance.
