Is it possible that there should be a pully in the hole?

I am in the midst of restringing a ten tec 229 tuner.
Eveything looks Ok except the pointer/carrier that I have is backward from
the diagram sent me by ten tec in the restring package.
In the ten tec drawing, the elastic cord is tied around a stud on the right
side of the pointer. The
dial cord is supposed to tie to a pully on the left side but all that is on
the left side is a hole. I tied the dial cord to that hole but in routing
the dial cord around the dual pulley on the left it says that I then route
the cord back to the pully on the left side of the pointer. There is no
pulley on the left side of the pointer. You cannot turn the pointer around
due to the fact that the pointer mechanism is supposed to ride on the sub
chassis top.
I may try to run the cord across the pointer and back arould behind the
pointer to the outer pulley on the left.
But what am I missing? The pointer is factory assembled.
