John,

I had this problem with my Scout from day-1. After years of blaming 
it on crummy design, etc and ignoring it, I sent it back to TenTec 
for repairs. I was told that the 'processor code' was mis-matched 
for the filter unit installed and was charged $80 for replacing the 
processor.

I called to confirm what I read, and was told that each Jones 
filter has to be matched to a CPU in the set. Somehow during 
production the match wasn't made, and the wrong CPU installed. The 
ROM-code for the filter didn't match.

After using the radio for many years since, the problem never 
recurred. Go figure.
