Steve,

You are dealing with with political animals not
technical people. The old time FCC Commissioner was
technically savvy communications attorney that was
bound by a command and control type of mentality. What
you have now are political hacks that are bound by a
market force model. If it makes money in terms of
business transactions and generates taxes it's the
right course to take. These commissioners are bound to
the belief that the market place is the only force
that is valid determiner of what is right.

The 200A1 modulation scheme using international morse
coding is now just another digital mode. The
practioners will have to compete with other modes for
operating space. This is space is purely dictated by
the ARRL band plan not by regulation.
