That's a bad opamp U1a, an LM358. This is on the 9MHz filter board
schematic. I would also look at the diodes in the RF bridge since a charge
from the antenna can damage this opamp (U1a and U1b) and often the diode(s)
in the bridge firstly. They (the diodes) are on the Low Pass Filter board
schematic and are D2 and D3. The output of these diodes ultimately goes to
REV/FWD connector #12. The connector #30 (output of the opamp U1a) goes to
the meter switch. Note that in the later Omni 6+, this opamp (U1)and many
other parts are surface mount and found on the back of the 9MHz filter
board.
There is no block diagram of the Omni 6+ in the book, but a block diagram of
the older Omni 6 works well for this purpose.
