Just between U and me:

The best choice is:
Barnett  Electronics.  He's very busy but call and he'll work you in
especially if you tell him what your needs are and that your a
firefighter. His name is Garry Barnett and a pretty good guy.

Trinity Electronics would be good if you can get him to do it.  I think
he's kinda retired or something, you may not be able to reach him. His
name is Larry Petty.

Paul is probably capable as well but like I said, he may not be
available. 

The reason Garry Barnett is choice number one is that he specializes in
that sort of thing.  He does a lot of work for local fire and police
radios and regularly programs or re-programs radios like yours, he is
set up for it in his shop and will be most familiar with the procedure.
