[TCARC-NTx] Radio Question

I have a friend in a local Vol. Fire Dept.  who was sold several Motorola 
radios by an individual who had modified them to work.  These are 8 channel 
radios, that the seller modified by patching 2 boards together to make them 
16 channels.  Now they cannot locate the seller, and they need to re-program 
them.  A local dealer tells them that these particular radios were not made 
for release in the US.  Can anyone help me help them get them programmed, or 
tell them where to go for help.
