It just depends on how much you transmit. I think you just never noticed
it before.  Those HTX 202's get pretty hot when you power them at 13.5v
and transmit on high power which makes about 6 or 7 watts and sometimes
8.  The back and belt clip serves as the heat sink for the output
transistors and they do heat up if you stay keyed down for any length of
time.  (I know, I've got one I've had for 7 or 8 years now.)  
If you just use the external speaker mike, you won't have to touch it.

But, no... that's normal, they just heat up and there's not much you can
do about it.  The good news is, they're built to take it and will
normally function okay in spite of the extreme heat they generate.
