[TARA] Club fair and meetings

The club fair started yesterday and will continue today; TARA has a 
simple booth today around 1pm to 4pm. Stop by and say hi if you have the 
time.

Last semester, we voted on the time to hold meetings, and Friday night 
won. That didn't really work and we are probably going to change it. As 
to whether we will hold a vote on it again, I do not know right now; 
most likely, we will hold a vote but it will not be binding like last 
semester. We still plan to hold biweekly meets.
