[TAC] New TACc Web Site

We could not get www.qsl.net/tac to work - the password appears to
have dropped into the black hole of propagation!
If it ever appears and works we'll decide what to do!

For now I have moved the TAC site from my page    to   http://www.qsl.net/tacc
I think all the links are working, so check it out.

If you do go to k8dd.com/tac -- it will give you a link to the new page.
