Kurt,

The only OTHR I've heard about is purported to be out of China.  Some 
of the Topband guys were grumbling about it, because it is impacting 
the VK's, etc. .  You may be able to get more info by looking on the 
Topband and CQ Contest reflector Archives.  I've heard a bit of it 
here, but only infrequently.  I Didn't try to get a bearing.  I'll 
pay more attention, and let you know.  However, if you are hearing it 
constantly, I doubt it is the same thing I have heard, or that it is 
from that far away.
