[Swan] output on 250c

                              Just finished cleaning up a 250c I just bought. came out just fine,looks like a real lady. Anyway,the receiver seems very good on the bench,waiting for a real life contact on 6. Powered the rig into a dummy load and did a tuneup , all went well everything adjusted as it should  and ended up with about 40 watts and  about 120 ma on keydown. My first thought would be the outputs are dying or the the driver tube is weak.  before I swap out tubes, anyone have a idea other then a tube problem?  Its really nuts trying to work on a rig where their is no qso's to be had ,hard to talk to the sig. gen and the counter.
