[Swan] Tough Awan 250C problem

Hi. New member here.
I've been fixin' boatanchors for a long, long time. I have 2 Swan 250C that I have restored. Both receive perfectly and exactly the same. One transmits perfect, the other nothing.
To make matters worse, I have them both on their backs and been probing with a scope. 
Should be easy, right? I'd be embarrassed to tell how many hours I have invested! But, I'll never give up. ha ha

The problem appears to be in the area of the xtal filter. Since this is my first exposure to xtal filter issues, I'm stumped. 

I'm keeping this short due to my first posting bouncing....

If this works, I'll describe in excruciating detail what I'm finding, which does NOT make any sense.
