[Swan] problem 250c

                         Can not get bias to show on the meter while in transmit. I have checked the following:
1. plate voltage ok
2. screen voltage ok
3. bias ok traced from power plug to relay 
4. radio is Very micro phonic........very touchy, tap chassis and  it rings thru speaker. 
5. switch for receive/transmit/ cal,tune, checks ok deoxit all rotary  switch's
 and pots. 
6. replaced about 3/4 of the tubes ,all I had ,no change
  Need some help to get this rig going. 

when I received the rig, it had taken a hit in the front. Had to strighten out face and support metalwork ,but now every thing mechanical works again. The seller of course said rig worked just fine with full out.
