Glen and Greg,
Great responses from you two. I am going to try these suggestions next 
time at the bench.

Glen: relay contacts are clean and ohm out with very low resistance, I 
will test all tubes except no way to test nuvistors, I am currently 
looking for replacement tubes to try A/B with new tubes, alignment has 
been done according to the manual, I aligned the IF with sig gen and 
10.9mhz, I will check the sig gen on the TS-140S/converter rig, also 
will tune around the sig gen and check for images.

Greg: The s meter seems to work normally. When I receive the strong 
signal from the TS-140S it reads S9+10. With the RF gain turned all the 
way down the s meter moves all the way to the right. I have checked AVC 
voltage and it looks right. I will go back in and disconnect from AVC 
one stage at a time and see what happens.
