Then the 250C definitely has a sensitivity problem! 
You don't need any modulation since the 250C has a
BFO.  Just tune the signal so that you get a tone
between 500 Hz and 1 KHz to see how much that it
takes.

You should be able to hear a signal down to at least
0.1 microvolts and even lower without any problems.

The unit may need alignment, have one, or more, bad
tubes, need the relay contacts cleaned, etc.

When increasing the level 20 dB (going to 5
microvolts) there definitely should be a very
noticeable increase in audio output.  Since there is
little change that indicates a problem in the
receiver.

You HAVE checked the converter / TS-140S arrangement
to make sure that the signal generator is working
correctly?!!

Also, considering the calibration arrangement on the
250C are you tuning the signal generator over a wide
range just to make sure that you are not receiving an
image?

When I go up to say 5uV there seems to be little
change in audio output. The 250C sure hears that
whatever it is signal from my TS-140S receiver. I
think I will take the frequency counter and sniff
around the Kenwood and fine out what frequency that is
and about how strong it is. I am stumped this time.
