Dave:
I don't have a 700CX, so can't speak from experience. However, I do have a Cygnet 270b. so I purchased the Swan Tube Transceiver Compendium by Robert Balonis, NB3W a whlle back. It is a wealth of information on all the various Swan radios. It is an edited collection of technical data from many sources.
In the discussion of the 700CX there a note that the tuning is different. In the TUNE position the meter indicates relative power rather than cathode current as is shown on many earlier models. Thus, you tune not to a cathode current "dip" but to a meter peak as you would if an external FR wattmenter were used. Since I don't have a 700CX, there's a bit more about that which I don't understand. Does this have any bearing on what you are asking?
There is a scattering of all sorts of specific and general information about every radio produced by Swan in the Compendium. . If you don't have a copy, you might inquire of Bob to see if he still has any left. I'd scan you a copy of the pages about the 700CX and attach, but my scanner, alas, is "no longer with us."

I came into ownership of a Swan 700CX. I became fascinated with this rig
because of the claims of 700 watts PEP operation. I have done some
restoration work and this is where I am at.
I switch it into TUNE and I can tune it up null the carrier and get about
220 watts out on a peak reading bird when I switch it back to REC and key
the mike and see peak voice on the bird at 220 watts.
When I switch to TRAN mode the PA controls do not do anything. Even with the
carrier tune in. The meter reads about 50ma with the bias turned all the way
clockwise.
I think 220 watts for a couple of sweep tubes is pretty strong. BTW this
unit has been modified to use the 6LB6 in place of the 8950's.
Any words of wisdom will be greatly appreciated. Has anyone seen 700PEP on
this rig?
Thanks
Dave
