[Swan] Cooling of thy Swan

You can accomplish the dual speed fan feature using a conventional single speed
12VDC fan. Just put a fixed resistor in series with the power supply to set the
idle speed then short the resistor on transmit using contacts on an external
relay driven from the T/R relay contacts used to key a linear amp.
