Theoretically, yes,

I had a phone conversation about this with Rick Jacinth of Oceanside, CA 
about a year ago.
Rick still works for Cubic Communications and apparently obtained all 
remaining spare parts from the Amateur Division.
He's got a garage full of Swan/Cubic stuff - everything for the SOLID STATE 
rigs except for cabinet parts.

He was willing to sell me all the pcb's and the parts required to convert 
an Astro 102BX to a 103. Unfortunately, he gets
full factory prices for his stuff. To me, that makes the conversion 
economically unfeasable. As an aside, he mentioned
that while working at Cubic during the last days of Amateur equipment 
production, his job was to do this exact conversion.
There are apparently a lot of 102BX's that were converted. Thus there are 
more 103's that exist than were ever made
on the original factory production line.
