[Swan] 300B Neutralization

I just replaced the 8950 PA tube in a Swan 300B.  I am trying to use the 
instructions in the maual to set the neutralization, and am having ZERO luck.

I set the metering switch to PA current, but I don't get  a dip at all.  I am 
loading into a known good resonant antenna (or dummy load).  Instead of a 
dip, I actually get a peak.  The thing was working okay, though the old PA 
had gone soft (20 watts).  Now I get lots of RF out (150-200 watts), but it 
is not dipping as it should.

I have stepped the neutralization capacitor through its range one tiny step 
at a time, but no soap.

For setting the neutralization, Any clues?  Any shortcuts?
