[Spooks] Off topic: Looking for info on Amature broadcasts.

It makes sense, and we did it here during a previous war, shutting off amateur communications. You don't want any coded messages going in or out if possible.  I have heard a lot of out of band transmissions in USB voice.  I don't speak any foreign languages sadly but check 4-5 MHz, 6-7MHz and 8-9 MHz.  I hear conversations late evenings Ohio time around 8 MHz.  You have to remember too that the time difference will make it hard to directly hear certain frequencies that make sense for them to use.  In other words, if they are using 4-5 MHz in their evening, it may yet be daylight where you are and the signals will not be propagated to your area as well.

Also, on the welfare messages, look to Poland, Romania and Moldova for those.  It is common to have a relief agency such as those in hurricane areas to send welfare messages to let families know the status of family in that area.

With the cell phones (very oddly) still working for the most part they are able to text and call so far, for the major part it would seem.  Most cell carriers have agreed to allow extended service for the folks there.

I have heard some MARS traffic the past few evenings.  Not much being passed if anything at that time. Just keeping a net open.  Also using ALE now so some messages will likely be in digital formats not commonly available to the average amateur.

This is the weirdest conflict ever.  Command and control is still in place, communications are still up, military (limited on supplies) but staffed to the max... The whole thing is so sad and so amazingly misguided on the part of Russia.  This is going to be remembered as THE dumbest move ever.  Sad and historic times.
