Patently absurd.  If it didn't work, all they'd have to do is shut it 
down.  No need to create a massive disaster by melting down a nuclear 
reactor, thereby being even more of an embarrassment to the Soviet Union 
than a non-working OTH radar system that few people even knew about. 
Not to mention that the radar must have worked to a certain extent, 
seeing as how it was in use for years.
