I'm afraid this is pretty vague, but earlier today I tuned in, via UTwente Webdsr, to try to catch the E11 broadcast at 16:50 UTC. I didn't hear anything right away, so I left the room.  When I came back, a woman's voice was saying "zero zero" (or something close to it) then a few words in another language.  I can't remember what time it was, but it was after the
E11 broadcast time. The reception was poor, and the recording seemed jumpy.
I managed to record the last couple of lines. I'm pretty sure that it was
14940 khz USB.  Sorry I can't be any clearer.  Can someone tell me what this was?

I have the recording, but I forgot to turn it off, so there's about a minute of broadcast, then 49 min of nothing. So it's too big to put in an email, and my recording app doesn't have a cutting option. Any ideas on how I could share it?

Also, re the Defense News article, who is "Numbers Station expert Keith Perron?" We all know who the real numbers station expert is: Ary Boender! 😃
