[Spooks] Odd voice under RNZ National on 15720 KHZ

Hi Bruce,

You're most likely hearing the S06 number station, which sends every day from Monday to Friday at 0400 UTC on 15721 kHz in H3E/USB. The TX site is located in the Russian Far East. It begins with 4 minutes of repeated '480'.

Hi folks;

This isn't exactly a numbers station question but I hear a 
strange-sounding voice under RNZ National on 15720 KHZ at 04:00 UT. It 
seems to be repeating the same thing over and over. As best as I could 
tell with my Kenwood TS-440S, it seems to be on 15722 KHZ USB. I tried 
but I can't pick out what it's saying.

Does anybody know what this station is that's underneath the broadcast 
station?
