An increase in HF would not be a great surprise.  The high-tech comm modes
are expensive and probably related to "Big Picture" issues.  "Tactical" RF
activity is well suited for "small stuff."  As Cuba tries to engage the US,
I would expect them to embed agents in medium level political/economic
realms in order to to to gain advantages way below any definable "threat."
HF makes a nice alternative to uber-tech...low cost and most high level
intel agencies are probably no long spending much to monitor.
