Flash paper would work just as well for holding the pages of an OTP.
The texture's a little different - putting it through a typewriter is
tricky but it can be done, and the ink doesn't smudge readily.
Writing on it with pen is hit or miss and depends on the pen. Haven't
tried actual printing on flash paper - I suspect it's a little too
fragile.
I do not know if it is being used 'officially' for this sort of thing;
I just got curious one day.
