Another reason for certain repeat mrssages is that sometimes the content may request placing info or clearing a dead drop, and then marking something to indicate to the handlers it has been cleared.

Because a "normal" life appearance should be maintained, it may not always work out that the spy can sit down and get the message every time.  -maybe a dinner party, or sickness, or a flat tire.

So repeats can occur to cover this issue, and can also be used to break down traffic analysis versus activity of a suspected spy.

So its quite the mind game at times.

The Cuban DGI published some message content at some point, that was picked up by and printed in a magazine.  -I want to say it was an old out of print now magazine front that published anti-US stuff. 

Its been nearly 20 years since I looked into numbers and who the players were / are.

I do recall a fair amount are not "spies" but clandestine operators as well.  But my memory is mildly dusty.  As I recall, Oliver North mentions being handed a 1 time pad in his book with regard to the work with the Contras.
