Most of the espionage literature on the subject seems to indicate a normal lifestyle with message listening occurring in the night hours and / or early morning hours in the target area. 

For exakle after 22:00 local agent time. 

This is when there would be little notice of anyone using a portable radio from a room inside a house... including sleeping family members. 

-this was gleaned from reading over 100 books on espionage cases, looking for that 1 paragraph that might be there which mentions this aspect of tradecraft.

Periodicals about recent cases seem also to support this generally.
