Their main problem is having agents who either don't use HD wiping
software correctly or just don't see the need to use it, allowing the
FBI to glean all sorts of information from deleted files. As we all
know, deleting a file doesn't actually delete the file from a disk, but
just tells the computer that part of the disk is available to be
overwritten at some point in the future if needed. Instead of relying
on a totally secure paper OTP system which can be easily burned or
perhaps flushed down a toilet once the message is decoded, the Cubans
are apparently trying to use a partially secure computerized system with
its inherent vulnerabilities.
