If the publically released documents are to be believed, they were
transcribing the broadcasts into text files using Notepad and were
running the files through what appeared to be a custom piece of
software that decrypted them with the appropriate one time pad page
(which seemed to consist of a set of text files in a subdirectory).
The FBI imaged the laptop several times and got all of the pad pages,
as well as e-mail correspondence with a mail drop indicating that they
had a great deal of trouble making the software work properly.

Even spies need IT training, it seems.
