[Spooks] 4th question about NS

Hi, this is my new one:
If really messages and transmissions must be more discreet possible,
why different languages are used? Wouldn't be better if everyone
broadcast in the same language, English for example, so as not to be
recognized? If everyone uses this tecnique it would be very difficult
to know who is sending the message and to whom it is intended. When a
station transmits for example in Russian, somehow it is going to be
identified. They do it on purpose to be recognized and distinguished
from others? Is that a "espionage propaganda" move? Other question: if
a station transmits in Russian does it means he is Russian? Or that
the recipient is of Russian language? Could it be a method of
sidetracking origin and destination of the message? If I send a
message in German from Italy to an Italian agent in UK, it's not so
obvious to think that message, being in German, is originated and sent
from Italy to an Italian agent based in UK. How does work all of this?
Is this a well-known system?
