[Spooks] one time pad and repeated messages

I am no expert on one-time pads; but what I have learned is:
The "one time" of one time pad relates to the just the encryptand 
decrypt processes. Once you have encrypted your message [crypt-message] 
the first of the matching pair of pads is destroyed. Now only the 
intended recipient with his pad can read it.

Due to the hit and miss nature of HF radio propagation and reception; 
presuming cheap unobtrusive SW radio receiver; it would be sensible to 
broadcast the crypt-message a number of times, probably on different 
frequencies and at different times of the day to be certain the intended 
recipient gets it. But remember you do not have to use radio to deliver 
the crypt-message, maybe a letter will do!

Having got the crypt-message, the recipient using the matching pad can 
now decrypt the message after which the second pad is destroyed 
(normally burnt).

Normally the pads are made from acetate or some other fast burning 
material that leaves no ash. In theory the one-time pad system is 
unbreakable if use properly. A classic how not to do it was the Cubans 
who implemented it in software on a floppy-disk thus leaving residual 
data on the PC hard drive for the FBI and others to find!

The other gotcha iscreating pads with non-random numbers. The art of 
one-time-pad generation is another big subject cost the world's spooks 
big bucks.
