Sending empty or dummy messages helps to hide the real messages in among 
a bunch of meaningless traffic.  This prevents the enemy from 
determining when something important is happening by seeing an increase 
in traffic.  It also confounds enemy codebreaking efforts by having them 
waste their time trying to break a bunch of messages which don't mean 
anything in the first place.
