It's definitely a substitution cipher (as stated previously), but it 
looks as though some of the corresponding letter / number pairs are 
shifted differently depending on where they are in the sequence.  It's 
also possible that some of the numbers were transmitted or copied 
incorrectly; notes on that below.

Where a=1, z=26, sequence is straight-through:

Translated: 'thaof impending'.  Suspect partial transmit / copy.

Translated: 'cmdp bunny for president'.  Suspect that first number 
should be '18' to give first word 'cmdr', the abbreviation for 'commander'.

Translated: 'iaiaiaia monkeys sidlp'.  Suspect that 'iaiaiaia' should 
translate to, 'ha ha ha ha,' which would be in keeping with the tone of 
previous CB broadcasts.

It's difficult to believe that '9' would have been mis-copied for '8' 
(which would give 'h', and fit the pattern hypothesised above) in that 
sequence, so perhaps this was a transmission where the wrong ciphertext 
or misciphered text was sent by mistake.  Given the plain English words 
appearing elsewhere in the sequences, this seems at least plausible.
