Everyone always says "dummy message" -how about agent dummy?
Imagine, it gets sent at a time when the recipient can generally get
to it. Say, late evening. Our hapless agent could have been occupied,
with anything.. a cocktail party, etc, or just unable to get to his
radio that first night.
So, since he did not "clear the drop" or reply correctly, they knew
the message did not get through, so they resent it. Since it is not a
new message on an old key, but the same old message on a one time key,
then it really does not affect the crypto aspect of the message.
If our hapless agent has copied it, the proper response would be
given, and there you go.
If not, they may send it again.
Just thought an alternate explanation to the classic "dummy traffic"
answer was in order.
