[Spooks] Tones on 21077

Not a difficult mistake to make.  The software allows selection of an audio
frequency range for the base sync tone in the data, but he 'official' JT-65
sync tone frequency is about 1200 hz, which would make the transmitted
frequency 21.0772 +- a few hz.
