[Spooks] Spooks Digest, Vol 106, Issue 22

Actually, this message may have been one of the ones using the OTP (One
Time Pad) method that was just coming into use at GCHQ. If indeed this
is in fact an OTP it is likely not going to be decrypted without the
sister pad. Full text of message attached.
