Hi Thomas,
Sounds like the Chinese firedrake jammer.
Around the time you sent the email, I had just found it on 15445 kHz at 1225Z. It was in sync with 16100 & 17250. 17170 was inaudible.
At 1230Z, 15445 went off the air. 16100 & 17250 still going strong.
