[Spooks] V13

Same happened again today. 7688 khz, EOM at 0831, windows sound at 0834,
carrier down at 0835

Today I listened a bit longer than usual to V13 and noticed ca 1 minute
after the end of the transmission at 0831 UTC that the PC was turned off
(Windows sound) and after that the carrier went down. The Windows sounds are
regularly reported for other numbers stations but so far I had not seen any
"Windows" report for V13.
