[Spooks] Another UNID dasher beacon network ?

First noted this morning around 1245z, it has gone off and back on the air several times, changing frequencies. Currently (1650 UTC)  heard on:

7922
8040
8530
9050
9190

There appears to be two transmitters on each frequency, based on signal levels?
