Sounds like Russian enciphered morse. And you are right, there are several barred characters in the recording.

I have heard RIT, Russian Navy Severomorsk, in contact with outstations (presumed warships) on that frequency previously.

    I listened to the recording and I am hearing Barred characters.  Could
