I do not follow HAARP as a habit but I enjoy learning from others about things they know more about than I do. So a separate HAARP data base to me would be my lose. As far as vhf and hf go I don't think it is out of bounds to assume all of us here know the difference enough to know any VHF transmission would need to be a line of site grab . Where id this persons local who claims vhf intercept located?
