[Spooks] S28 / 4.625 / UVB-76?

4622,5kHz is 10 to 20dB stronger than 4625kHz UVB-76 sig here in NE France / WWL JN29
JRC NRD545 + 10m LW
no idea of what it is, strong carrier...
